NIH Public Accessibility Mandate - PubMed Central

Information Services supports MPRC Faculty Associates (only) by insuring that any articles accepted for publication by peer-reviewed journals are uploaded to the PubMed Central database.

The Mandate

In September 2008, the NIH announced that researchers must demonstrate compliance with its Public Access policy. See the official announcement.

NOTE : This policy applies to any articles accepted for publication in a peer-reviewed journal on or after April 7, 2008 and supported by an NIH grant or contract active in FY 2008 or later.

The NIH Public Access Policy ensures that the public has access to the published results of NIH funded research. It requires scientists to submit final peer-reviewed journal manuscripts that arise from NIH funds to the digital archive PubMed Central upon acceptance for publication. To help advance science and improve human health, the Policy requires that these papers are accessible to the public on PubMed Central no later than 12 months after publication.

Citations of published work used in applications, proposals, or progress reports to the NIH must include the PubMed Central ID code (PMCID) to confirm that the publication has been uploaded and is publicly available. There are work-arounds for situations that arise because a number is not yet available.

MPRC will support this process by :

  • ensuring that researcher publications are uploaded to the PMC database
  • ensuring that researcher grant applications and other documentation include the PMCID before they are submitted to NIH
  • acting as a clearing house for researcher questions regarding this process

Tips

  • This process is a requirement for research grant applications and progress reports.
  • Researchers should send a copy of the article (last-but-one) to MPRC as soon as it has been accepted. See our checklist.
  • MPRC uses these findings not only to keep the PMC filing current but also to feature research on the website.
