Rashawn Ray one of five scholars featured in Washington Post

Report from the Stavros Niarchos Foundation Agora Institute at Johns Hopkins University

The first of five academic essays reflecting on the 2020 election comes from Faculty Associate Rashawn Ray. Prof. Ray "explains the emerging power of the Black electoral bloc in states such as Georgia, how the Biden administration is responding now, and how it may respond in future," writes Henry Farrell in his introduction to the series.

In his essay, Prof. Ray focuses on three important developments : 

  • New voting blocs are emerging, thanks in part to Black Migration
  • Racially diverse voting blocs are changing the politics of presidential appointments
  • Appointments matter to politics, but policy matters more
