Benefits of Work Sharing programs

According to Jackie Crosby at StarTribune (Minneapolis), the State of Minnesota nudges companies to share work rather than lay off for mitigating COVID impact on the labor market. The author cited a recent webcast dialogue of Faculty Associate Katharine Abraham, in which she stated, ". . . There's a lot of value in preserving the relationship between employers and their employees and sharing work is a more equitable approach for more workers. When there is a layoff, some people are fine, and then there is another set of people who all of a sudden don't have jobs. They don't have health insurance benefits. . . ."
