Redesigned Health Insurance Module in the Current Population Survey: Results from the 2013 CPS Content Test
The Annual Social and Economic Supplement to the Current Population Survey is a critical source of information on health insurance coverage in the US. However, it has long been criticized for producing low quality estimates. In 2014, the Census Bureau launched a fully redesigned health insurance module intended to both improve the quality of the estimates and adapt the scope of the questionnaire to the new landscape shaped by the Affordable Care Act. This paper describes problems with the old module, critical elements of the new design, and compares estimates of health coverage from the two versions as they were fielded by the US Census Bureau in the 2013 Current Population Survey Content Test.
