About the Presentation
The paper develops a comparative assessment of the state of asylum in Brazil, Chile, Mexico, and Uruguay. It argues that an accelerated weakening of refugee protection, exacerbated during the pandemic, has taken place across the region. Faced with growing mixed flows, the region's refugee framework has either been used as an ad hoc regularization mechanism or not been broadly used. Also, pandemic mitigation measures have further weakened access to asylum, through militarization and border closures, and a platitude of deterrence practices. These regressive practices may result in the undermining, abandonment and/or replacement of the region's widely praised refugee governance.
About the Speaker
Luciana Gandini is Nonresident Global Fellow at MPI and a Senior Researcher at the Institute of Legal Studies at the National Autonomous University of Mexico (UNAM) in the field of sociology of law. She is the Coordinator of the University Seminar on Internal Displacement, Migration, Exile and Repatriation (SUDIMER) at UNAM. Dr. Gandini received a PhD in social sciences with a concentration in sociology from the College of Mexico (COLMEX) and a masters in population studies from FLACSO-Mexico.
She is currently Research Fellow at Center for Latin America and Latino Studies, American University. She is a specialist in migration and refugee policies within Mexico and Latin America, and the labor and sociolegal integration of migrants on the move among south-south and south-north migratory flows. Her researchers include: international migration, development and human rights; voluntary and involuntary displacements; the Venezuelan exodus and Central American caravans; and qualitative and quantitative research methods.
Since 2020, she has been researching the impact of the COVID-19 health crisis on access to rights for migrants and refugees in Latin America as a founding member of the Research Group Comparative Analysis on International Migration and Displacement in the Americas (CAMINAR).
