About the Talk

In 2014, the state of Maryland shifted all 46 acute care hospitals to a global budget tied to growth in state GDP. Ten rural hospitals piloted the global budget payment innovation of inpatient and outpatient services beginning in 2010. This project analyzes the effect of global budgeting on hospital readmissions, ambulatory-care sensitive admissions, and quality. We use data on the universe of Maryland hospital discharges from 2009-2012 to evaluate the success of the payment innovation.

Karoline Mortensen is Assistant Professor of Health Services Administration at the University of Maryland. Her research focuses on factors associated with health services utilization.
