Carole Popoff serves as Branch Chief, Modeling and Outreach Branch, U.S. Census Bureau, a group that models eligibility using the Survey of Income and Program Participation. Her research interests are focused on small area estimates for health insurance coverage or other characteristics related to social programs. Issues regarding privacy and confidentiality are also a research interest. Prior to coming to the Census Bureau she was Associate Director of Research at the Bureau of Business and Economic Research and president of Decision Analytics. She has over ten years of experience in the design and management of over fifty proposals and funded projects of varying amounts as well as acting as co-principal investigator on most. These projects were in areas such as statistical and administrative records analysis, demographic studies using synthetic estimation techniques, economic impact, forecasting, and survey research for private and public organizations and academic grants. These projects demanded the use of appropriate statistical tests for measurement error, validity, hypotheses testing, statistical inference, etc., as well as providing written reports and public presentations of results (e.g., program outcomes, population estimates). Popoff holds a MS in Economics and ABD in Political Science. Her dissertation focuses on privacy attitudes.
